Draft Minutes of the EC of the BKA Held at Cranford. 1.30pm Sun. 9th July 2006.

Present: G. Salmon; J. Howell; D. Spacey; P. Budden; T. Chapman; V. Cook; A. Nash; E. Schofield.

Apologies: P. Gray; D. Gordon; S. Gibson.

1. Minutes of the meeting of Feb. 26th were approved, one typing error was pointed out.

2. Matters arising:-

A) An updated report on the child protection was given. It was agreed that in future such reports, along with Bu reports and the treasurers report would be published on the web along with the minutes.

B) On Tuesday 11th, Messers. Howell, Cook, Sinclair & Schofield would meet Ian Stewart MP and V. Coaker MP at the Home Office to put our point of view on possible sword legislation.

C) PRO, H&S, Grading and Insurance Officers were formally co-opted.

D) Mr. Howell would contact Mr. Smalley, who had offered his services to help the BKA, with a view to considering how he could help.

E) It was reported that IKET had been a great success, and had worked to budget.

3. The minutes of the special meeting of May 7th were agreed.

4. Matters arising: A] Mr. Cook told the meeting of the reasons he had called the Iaido gathering, and whilst he gave some of the worries of Iai members he pointed out that he had not yet received the formal minutes of the meeting. A report would follow in due course. Relationships between the Bu and the EC were completely amicable.

B] The sub judice matter of the Lidstone Taikai was being handled by the law group Nexus, who had been appointed by the BKA insurers.

5. Thanks were due to Mr. Gibson for the work he had done concerning insurance. It was agreed that the Chairman, and if necessary the Heads of Bu should speak with him so that action can be taken to put the proper insurance in place.

6. Treasurer’s interim report was accepted to appear on the web. Numbers were continuing to grow. It was thought that proportionate Kendo surcharges should be made on junior and concessionary kendo memberships, and that all such memberships should be subject to late application fees. Six dojo had not renewed properly. It was felt that the time was not yet right for direct debit membership payments.

7. Kendo, Iaido & Jodo reports were accepted.

8. Constitution situation. The intention of the EC to have the constitution reviewed is clear when the AGM and February EC minutes are examined. This work is ongoing, so the request for an EGM to look at the same situation seems both unnecessarily costly and time consuming without taking the process any further forward. More recently the taking on of the process on a pro bono basis, [that is without cost to the BKA] by White and Case means that we will get an independently produced document for members consideration before it goes to AGM or EGM, depending on the time taken seems to be the best outcome all round. It was agreed that the chair would write to all members explaining the situation, both in this matter and the matter of the Iaido meeting.

9. ** Kangeiko for all three Bu will be held at Kodokan Dojo on Jan 6th 2007.

Finance sub-committee meeting will take place on October 22nd 2006.

There will be EC meetings on Nov 12th 2006 [reports by Oct 22nd ] and April 29th [full reports for AGM by April 8th].

The AGM and Spring practice will be held at the Kodokan on May ?

10. It was agreed that we would sponsor Israel’s bid to join the IKF.

11. An appearance at Seni had been made in spite of the fact that the EC had ruled that we would not be present this year. The Chairman would investigate this.

12. L1 & L2 Coach awards would go ahead this year in the March/April period. A sub-committee was being formed to look at cases submitted for accreditation through prior attainment. Reviews of the content of the courses, of Requirements and Regulations and of the code of conduct are to be undertaken. A coach observer workshop would be held.

11. Being no further business the meeting closed at5.20pm

  • Kodokan not available January; we need to rethink date/ venue.

Nov 12th seems to be Mumeishi 3 weekend, so we need a change here. Suggest 18th Nov. Reports 21 Oct.

AGM 12th or 19th May. Waiting for availability of Kodokan
